Correct--somewhat. Like Jutsu Handseals, alchemy, and Wizard's wands, Kido focuses inner energy with a recited verse--an incantantation. In Jutsu, it is molded into shape in handseals. In Alchemy, the power is distributed through the circle. A Wand focuses this power into a spell. THe Ability to control and mold inner energy--Ki, Chakra, Lungmei, Reiatsu, whatever, are all based on this ability.

Different Magic Users focus in different ways. In Jutsu, one uses the body as a focus. In Kido, it is also done in the same way, but the viewpoint is that of throwing oneself into a dark chasm. Of course, one must also say the incantation correctly, or hte power may be diminished.
